THE ROLE
Accountable to manage the procurement and budget functions within the Transformation project including Strategy & Innovation, Service Delivery and Information Technology.

Assists the Director Program Management in establishing policies and operational procedures for the annual business planning and budgeting, monthly budgetary reconciliation and procurement processes.

Location: Remote Position

RESPONSIBILITIES

  • Establish the TIS procurement and budget function
    • Establishes the operational implementation of policy, procedures, process flows and work instructions.
    • Provides training for Key Users.
    • Establishes key performance indicators (KPIs) and metrics to monitor the efficiency and cost effectiveness of the procurement function.
    • Oversees the monthly budgetary reconciliation to determine variance from plan and works with management implement correct actions.
  • Establish and execute sourcing strategies
    • Leads the annual business planning process to determine business demand, identify new contracts and existing contracts requiring renegotiation.
    • Assists requestors with developing request for proposal/quote/information (RFx) submissions and coordinates the technical and commercial evaluations.
    • Leads contract negotiations with suppliers for Terms & Conditions and Scope of Work. Liaises with Legal, when necessary.
    • Works with requesters to proactively negotiate discounts with Suppliers for contract extensions for expiring Purchase Orders/Agreements.
    • Analyzes ongoing performance including root causes for performance gaps. Identifies improvement opportunities.
    • Provides coaching and training to team members.
  • Manage the TIS budget
    • Leads the annual business planning process to determine the Transformation operational and capital budget.
    • Conducts the monthly actual vs budget cost review with TIS management.
    • Completes the mid-year budget reforecast review based upon direction from Finance.
  • Manages annual financial reporting per the corporate calendar.

SKILLS/KNOWLEDGE REQUIRED

  • Exemplary skills with MS Excel including data analysis
  • Proficiency with other MS Office Suite products
  • Experience leading teams
  • Knowledge of MS Dynamics and Customer Relationship Management (CRM) would be an asset
  • Strong written and oral communication skills; excellent presentation skills; ability to influence people at all levels of the organization
  • Ability to influence without authority

EDUCATION/EXPERIENCE REQUIRED

  • Post-secondary degree in Business, Finance, or related discipline.
  • Minimum 8-10 years' experience managing and negotiating IT related contracts.
  • 5+ years' experience managing IT related budgets.
  • Exemplary skills with MS Excel including data analysis
  • Proficiency with other MS Office Suite products
  • Experience leading teams
  • Knowledge of MS Dynamics and Customer Relationship Management (CRM) would be an asset
